Phase out

I'd like to know what this phrasal verbs means while refering to legal stuff.

The defense is being phased out.
His defense is being phased out.

Does it mean that it's no longer useful, that's losing its meaning little by little?

Top answer

Does it mean that it's no longer useful, that's losing its meaning little by little? It is an odd use of the phrase, but I suppose that they are changing the arguments for the defense.
