Petition for exceptition to school

well i need help writtin a petition for a exceptition to go to college. how can i write one and how do u start one? i don't believe that i have to write one my scores are a 2480 and the college said i have to have a 2510 i miss it by alittle i try to better myself and for what so some one could tell me no i can't achieve my dreams and goals.
