I tentatively conclude that what is meant by "pet milk" is evaporated milk from (domesticated) cows, and not something that one would express from one's cat. But what is the provenance of the phrase?

Pet milk is unsweetened condensed milk it's a brand name. It should not be confused with sweetened condensed milk like that made by Borden, or Carnation.
