persons that committed the fraud

Hello, I would like to ask for your help. I need to use the right word for the persons that committed fraud in the following sentence: "The main aim was to analyze the frequency of fraud in clinical trials of a given sample of data collected, identify the main actors of fraud and to analyze the causes that lead participants in clinical trials to fraud."
Is the word "actors" of fraud correct? Or: violators of fraud, fraudsters, defrauders, deceivers...?

So, now is the following sentence understandable and correct?

Change 'lead' to 'led'.

I'd end with '...to commit fraud' or '...to falsify results'.
