Personally speaking

Hi.

We have phrases like

personally speaking, generally speaking, honestly speaking and so forth.

I wonder if we can use these phrases in writing .and if so. is it informal?

How is it different from just saying generally, personally, honestly?

Ex.

Honestly speaking, I don't have any information about the issue.

Honestly, I don't have any information about the issue.
