Person speaking-start new paragraph

Can you quote me the exact grammatical Rule which states

that you need to start a new paragraph when some one is speaking ?

Example:

As with any other time of the year, Charlie Brown was depressed.

It was a cold winter's day when Charlie Brown came out of his house, went to the mailbox and said,

"Rats, no one sent me a Christmas card !"

Hi, There is no such rule, although sometimes writers put dialogue spoken by different characters on new lines, eg in novels, because they think it makes it easier for the reader to follow the dialogue, particularly when they stop saying eg he said eg she said. Clive

There is no such rule, although sometimes writers put dialogue spoken by different characters on new lines, eg in novels, because they think it makes it easier for the reader to follow the dialogue, particularly when they stop saying eg he said eg she said.
