persevere and persist

Hello,
How would you differentiate between: "Police negotiators will persevere/persist with their efforts to free the hostages." and "Despite receiving little support, women are persevering/persisting with their crusade to fight crime." I am not sure if "persist" fits into the second sentence. What would be the difference between the two verbs?

I realize that someone who is persistent can be annoying, but still, is it not more natural to advise someone to be more persistent? As in: "If you want to be successful, you have to be very persistent/persevering." I don't see persevering used often. Just asking.

I am getting the impression that persevere can sometimes be used instead of "work hard" or "put some/a lot of effort into something". I will persevere, but I am afraid I am not making any progress.
