Perplexing sentences

1. Tell me all...........you know about this man.

a) that b) what c) which

2. Paris is the city.........I would like to visit.

a) which b) where c) who

My answers

1. that 2. I go for 'which' ; but why not 'where'?

I have another question. Can I start a sentence with 'but' or 'and'?

a) which b) where c) who

... why not 'where'? I'd say it's because "city" is too specific. We think of a city as a "thing" as much as we think of it as a "place".
