Perplexing sentences

Choose the correct answer:

1- In England, most people (have to / must) work until they are 67.

2- My grandfather's birthday was a good occasion for the family to come (round/ together)

3- He (has to/ must) put some petrol in the car or it will stop.

4- Dialogue and constructive criticism (is/ are) the only means of solving national problems.

My answers

1- I go for 'must' because I am talking about a law. My teachers says 'must' is wrong.

2- together 3- I go for 'must' , but my teacher says the correct answer is 'has to'
