Permit driving licence for deaf (General English)

Sir,

I am Safeer Hamza. P. I am Deaf & Hard of Hearing person. I got High Court Delhi copy in my mail from High Court Delhi. Then I submitted High Court Delhi copy, Medical Board and Medical Certificate form A-1 to Babu John joint at N. Paravur but he didn't permit it and unable to read about High Court Delhi copy. I need to get driving licence card for Bike and Car only. Please help me to call him and permit

He said "Dumb persons without deafness maybe granted a valid certificate of driving licence for non-transport"

I will go to High Court Ernakulam and show it by writ petition. Where is writ petition office?
