Permission-offer

Hello,

I sometimes get confused between an offer and a permission in the context of the modal verbs usage.

1. May I carry your bag?

Is the above (1) for an offer or a permission?

2. May I use your phone?

It suggest a permission because the phone belongs to someone and If I want to use it then I need his/her permission.

Could anyone explain the way to make an offer or a permission?
