Here's the general idea where I live.

You get permission from the municipal government. The paper is called a permit. As the work prpogresses, you arrange for it to be inspected by municipal inspectors, who give your their approval.

Well, the thing is after you obtain a building permit, you have to have other permits to get the use certificate, such is e.g. water management permit. And you have to get one from the electric company, and I need the correct name for that. The literal translation from our language is "electroenergetic permit" which I don't think exists in English language in that form...
