permeating syllogism

I think i understand the meaning of syllogism; here are the definition i found in dictionary:
logical argument involving three propositions: a formal deductive argument made up of a major premise, a minor premise, and a conclusion. An example is, "All birds have feathers, penguins are birds, therefore penguins have feathers."

I just don't get "permeating". I thought permeate is used like this: "the perfume permeates the room..." it means spread through
Thus, Why do they often use "permeating" before syllogism, is it a terminology of philosophy arguments?

Even if there was a large number of scientists who expressed your view, they would remain just that, a 'large number'. You then go on to say that some are alarmed at potential political elements against your view, which for some reason proves a permeating syllogism that all people who hold these views hold political motives. I listen to scientists too, who have no political motives who don't express your view.

“…That Dick Cheney is an evil deferrment brat - unlike the brilliant President Clinton??” - - Ahh, the permeating syllogism of Clintonesque Fault that the Right relies upon when logic and rational thought elude them.
