"performance/efficiency 'descend' to a level"?

I don't know if I'm using the word right so I have to ask(before I yet again trump into the Bay of Humiliation),
is it correct to say "the overall performance (of a computer software) is descending/lowering due to a hardware restraint"?

Any opinion is much appreciated, thank you!:)
