Perfect tense

in this several weeks many proposals ... each of which ...an opportunity to break the current stalemate and to lead to a rational and just resolution
now the answer is have been advanced /could have provided
my question is that first part of the sentence is present perfect which means there are some proposals still in effect but
how can we use "could have provided " since "could have provided " only points the past ,


could have v3 structure can be used when talk about possibility or ability like i could have done it but i didnt but its about the past


in this several weeks many proposals have been advanced each of which could have provided an opportunity to break the current stalemate and to lead to a rational and just resolution


first part is a process from past to now but second part is about past or it is also process from past to now ,

does "could have provided" includes the ability to provide for recent proposals . i thought could have provided means only affects the proposals in the past
