Perfect passive infinitive

The Perfect passive infinitive type is in the sentence below:

The telephone is working now; it seems to have been repaired.

1- What is the difference between that and this sentence please?
The telephone is working now; it seems to be repaired.

2- Is the Perfect passive infinitive type of infinitives the only type that the verb after been is not in its -ing form?
