Perfect passive

Hi there

What tense and voice is this sentence.

Sub+ Has been +past participle (adjective)

I know that it's not a passive voice since subject is not acted upon rather it's a statement Defining it.

But is it in perfect tense or simple


Also confirm

Is +past participle (adjective)-- present Simple in active voice

Is + past participle (verb) - present Simple in passive voice-


Has + past participle (adjective)- present simple in active voice
