Perfect infinitive

A huge flying reptile that died out with the dinosaurs some 65 million years ago, the Quetzalcoatlus had a wingspan of 36 feet, and it is believed to have been the largest flying creature the world has ever seen.

Guys, Is believed to have been correct in above sentence? I think To have been is a perfect infinitive, thus indicates the action prior to the main action (believed). In above context my logic makes no sense? Can some one please clarify?

But it is believed to have been the largest flying sounds odd to my ears? Can you please elaborate a bit more about usage of to have been/ to be.
