Perception loss?

Hi! everyone.
Could you tell me what "perception loss" means in the sentence below?
If it happens as per the report the perception loss would be more than the financial loss for aviation industry as a safe public transportation.

"Perception loss", although I've never heard it as such, would means "perceived loss" rather than loss of actual money.
