Percent

My boss wants me to spell out the following percentage. Is it correct with two hyphens?

The project was completed with ninety-nine-percent accuracy.

or should it be "ninety-nine percent accuracy"? (One hyphen?)

The Chicago Manual of Style recommends no hyphen with number + percent. Use either "ninety-nine percent accuracy" or "99 percent accuracy".
