, perceiving it to be ....

I read a sentence like this one: Studies of family mediation programs in several countries report that the majority of participants reach a full agreement and express positive feelings about the progress, perceiving it to be more rational than the court system.
My question is: by using "perceiving" in the sentence, does it equal "the participants perceive"? and why use perceiving here instead of using "perceive"? I am confused. Can anyone help? Thanks a lot!
