Perceive and notice

I use and hear "I didn't notice it", but "I didn't perceive it" doesn't sound familiar.

Could someone explain why people don't say "I didn't perceive it"?

I agree with John

- I noticed a pencil on the floor

- I perceived he was uncomforable talking to the policeman

The first is a simple act of seeing something; the second involves seeing and also understanding what is happening
