People’s ongoing involvement

Does the bold sentence mean "a feeling of guilt is seen in different kinds of Holocaust-related activities that German people do in these days"?

Although the Holocaust is an event of the Second World War, knowledge of the extent of its atrocities belongs to the post-war period. In Germany, a degree of guilt continues to drive its people’s ongoing involvement in this national legacy. Georg Baselitz, for example, reduced the issue of how to paint it to whether the artist should paint figures at all.
