Do these 2 sentences have the same meaning?

1. In my dictionary, people say that.

2. In my dictionary, they say that.

If not, what is the difference in meaning between them?

You wouldn't use people or they in this context. A dictionary is an it.

But to take a more relevant example

In England, people say that. In England, they say that.

No difference in meaning.
