People or person?

I've heard a native English speaker saying 'one people' instead 'one person'. Is that correct? If it is, why are we taught to say one person?

Do you remember the full context? "one people" can be correct if "people" means a nation or ethnic group. If "people" is the plural of "person" then clearly it is wrong.
