People or person?

Is this a proper sentence?

Frank was one the most complex people I ever had as a friend.

or is it.......

Frank is one of the most complex person I ever had as a friend

the complex person one doesnt sound right in this context?

You need "people" here. Your second sentence is incorrect.

Somehow, " Had " seemed odd to me in this context. Unless you meant a past perfect context:
Frank was one [of ] the most complex people I had ever

I agree with your tenses, but having friends is surely idiomatic.

I have a new friend.

He is/was the best friend I ever had.

I think in this context we can use "is" to speak of a deceased person.
Richard Strauss is a great example of a composer who outlived his reputation.

I see what you are saying. Paul is the only best friend I have - this implies, he is still alive and you are still friends. My comment about the original sentence being odd was due to the fact "was" was used in connection with "had". I agree the bulk of the meaning came across, but I think past perfect " Paul was the only best friend I
