People on average like the food.

Here in the sentence, how can I consider 'on average'?

I know that in general, it is used as an adverbial phrase but in the sentence, I think that I can see it as an adjective phrase modifying 'People' like The book on the desk is mine' but I feel like there is no meaning differene between the adverbial phrase and the adjective phrase in the example sentence, right?

What do you native English speakers think?
