People hide in charity

Two women quarrel. X's father has died recently. Y was the man's wife (much younger) and she's not X's mother. Y is a kind of a hippie (she believes in growing etc.) and X thinks she pretends and wants money. X believes that Y is "a tumbleweed who blows around whenever the wind changes". She adds: "You know, people hide in charity".
How should the last quatation be understood? Is Y crafty and just pretends to be good? Can it be paraphrased "People cheat"?
