people confusions

I'm kinda confused.... "People" is a collective noun, right? Then why do I most often hear people say it like "people are people" when it should be regarded as singular. Or should I say it is a plural form of "person", then what do we need the word "persons" for? And assuming arguendo that people is in plural form, why is "peoples" also accepted? Anybody who can help me figure this out? please?
