These days, people are behaving differently toward me. It seems strange. Maybe I'm imagining things.

Does this imply everybody or almost everybody is behaving differently?
Could it be used if only some of the people I know were behaving differently toward me?

It is quite vague in its implication of what "people" means. It could mean all (or almost all), or it could mean some. However, normally it would be understood to mean a significant proportion of people at least.
