I imagine it means "if you know the person whose name should go in the blank", whatever that means in the context of this Death Note movie.

OK, I see your way of seeing this. You think the infinitive belongs to his/her name.
The idea behind the text is something like this: If someone who doesn't possess the Death Note, and knows the face and name of the person puts down the name in the blank, the effect will be the same.
Hope my explanation is not even more confusing
