Peace-keeping forces in sudan

"He played a great role in deploying U.N. peace-keeping forces in Sudan"

shouldn't that 'in' be 'to'?

Top answer

Both are possible. "to" emphasises the fact that they travelled to Sudan, but in practice there isn't a great deal of difference in meaning here.
