Paying-fee vs Fee-paying [and more...]

Please help me with this:

While the state school system is free for all students, the independent or public school system is

A.paid - fee

B.fee - paying

C.fee - paid

D.paying - fee

The answer is B "fee - paying". Apart from "paying - fee" which is formed wrongly, how can you choose B out of the others without using the dictionary?

Well that's exactly why I chose B, but how can I explain in logically?
