I know the farm's in debt (owes money to the bank?), but he'll pave

Re the paving, It would help if we knew who the players are here. Apparently there are two offers on the table. The speaker has offered to buy the farm and continue it in its present use. The "he" apparently wants to buy the farm and convert it to commercial real estate. The speaker is of course exaggerating about what the other party will do, because
