Patent liar

Hi

What exactly is the meaning of patent here?

He is a patent liar.

Does it mean a pathological liar; unadulterated liar?

Thanks,

Tom

There is apparently an implied sense of "ineffective" here. If you're going to lie, it can't be obvious, so a patent liar would be an ineffective one.
