Past Thread

Does anyone remember the thread that discusses in detail why sometimes we should use "is/are" instead of "has/have been". Eg. The sentences "The animals are/have been fed" have different meanings. Someone also explained other related issues in details. I forgot to bookmark it for reference. I tried to do a search but failed to get the thread. Wish someone remembers and provide a link.
