Past Tenses

Hello , I have a question as follows. I'm supposed to write a travel blog entry. The problem is, I don't know If I'm supposed to write it in Present Simple, or Past Simple
for example should I say The place is enchanted or was enchanted? The houses are painted with vibrant colours or were painted....?
I find it hard to know when to stick to past tenses in general...when writing about a situation from the past (but still true in the present) like: Unfortunately, my dad couldn't fix the car because he (isn't or wasn't) a mechanic?? Or when writing about visiting someone : They have or had two children? they were or are office workers? I don't suppose i can mix the two

If your dad is still alive and is not a mechanic, then use "is."
