Past Tense Vs. Gerund

So I came across with a sentence that I was confused about. It says:

"The RCHT" said it was disappointed and considering an appeal."

Why is considering is not considered? I thought that the verb disappoint has to be in the same tense as consider.

Someone please explain this.

If you use the past participle, then this would be correct:

The RCHT said it was disappointed and had considered an appeal." (The made their decision about the appeal in the past.)

Thanks for the clarification, but in what circumstances can we also use this type of sentence: "it was disappointing." with an -ing at the end for the adjective?
