I am going out today.

As long as the time phrase " last week "is used, present tense is not allowed. But the ones suggested by previous posters are ok.

Can that be "I go out this week"? Does that make sense?

Not really, because "go" is in its base form by itself and without any time modifier or aux, by rules a sentence constructed in present (base form) tense must not be future, nor past. Therefore, you can only express concepts or events that happens routinely; i.e. I go out everyday. (something you do routinely). To express future
