Past tense or present tense-weather record

Hi,
I am not sure if I should use past tense or present tense or present perfect for the weather happened for the week?
Can I say," I heard Toronto has broken some weather records." or, "I heard Toronto breaks the temperature record for the winter?" Or use "I heard Toronto broke the tempearture record yesterday?"
