past tense or present tense

Hi,

I have a question whether i should write everything in past tense or only this exception.

In the paper, since the event has been done, I normally wrote everything in past tense. However, if it is a fact, and still is, should i leave it in present tense?

For example, should i say," USA has many landmarks such as yellowstone park, grand canyon,etc. " should i say "has" or "had"

also, can i say ," New York is/was a city of night life." in the paper?
which tense should i say in the case?
