Past tense or present perfect?

Hi,

there is grammar question that exist for a long time during my english studying, that is

when it is right to use past tense or present perfect.

I know that if the behaviour is finished in the past, meaning it is the occacution to use past tense. However, I don't know when to ues present perfect.

Per my understanding, if I don't know what the exact time is when the action happens, or even the action has begun, but it doesn't finish now, in that situation, I can use present perfect. Does my understanding right??
