Past tense or PP?

Hello there,

I saw somebody has written "Two years ago, a similar incident had occured"

I was always told that if a particular time is given, then past tense should be used. So, I wonder if the sentence should be written as "Two years ago, a similar incident occured"??

Tks,
Peter
