Past tense or Historic present

The following sentences are about a historical figure, which tense should I use? Past tense or Historic present?
Qu yuan submits(submitted) many insightful propsals for the peace and posperity of the country , which helps(helped) him win the respect of his countrymen .Nevertheless, the decaying rule of the king frustrates (frustrated)and disheartens (disheartened) him,.
