Past tense of have -> didn't have ?

Hello,
Today i got my english test about tenses back, but unfortunately i couldn't ask my teacher, why this was not correct:

Have you already spoken to your boss? No, because last week he_____ (neg. have) any time and so I had to get an appointment next week.
