Past tense for the future?

Hi I have a question.

Jenny has an 18 year-old son that was 5' 2 at 16 and she had his growth hormones checked. He received injections but was told he probably wouldn't grow until he was 20.

Why is it in past tense when the son is only 18 years old and being 20 is in the future?
