Past tense and past perfect

Can past tense be used in place of past perfect tense?

For example: Would it be okay to you was instead of had been?

I feel that a lot of people use past tense and hardly past perfect tense.

Any teacher's or expert's response will be appreciated.

Thank you.

Yes, you'll hear that substitution quite often, but there are times when the sequence of events is unclear if you do that, and in those cases you'll need the past perfect.
