Past Tense?

Hi, I'm writing a letter for a job. If I want to say "The job summary mentions/ed a degree is required," which version of mention do I go with?

I'm confused because the job summary is stil alive and online and therefore still says this. But yet I'm done reading it and done looking at it. I have a guess but I want to be sound & sure. Thank you.
