past tense

Which is proper, said or was said. What is the difference between the two. Is said only used when you define the speaker and was said is only used when you leave the speaker out?

Said = simple past tense. My mother always said I would be a millionaire. ) was said = past tense, passive voice: Nothing much was said at the town hall meeting last night.

Said = simple past tense. My mother always said I would be a millionaire. (Mother is the subject and mother did the talking.)
was said = past tense, passive voice: Nothing much was said at the town hall meeting last night. (Much is the subject. We don't know who was talking.)

Thank you AlpheccaStars, but what about other to be+past. Like he wondered if she was bothered by him. Do you only use to be when the subject is known?
