Past tense

"I knew she would wanna take immediate action"

Could you tell me the reason why the speaker choose the past tense in the sentence, although it is said at the point where she still don't know what the reply to the letter is. I suspect that she predicts what the Princess's reply is before the letter is read and strongly believes her prediction is right. Therefore, she chose the past tense to express "I've already known what the Princess says in advance" feeling. Am I right? Thanks in advance!
